Incentive to Fail

In the voluntary (private) sector, businesses get more funding only when they provide what people want or need. They get less funding or go out of business if they fail to do so.

Government agencies like FEMA and Homeland Security have incentives to fail. If they fail they get more funding. If they succeed, they go out of business.
